The field with no denominator

A UP-RERA filing prints a complaints count, and it is the field that stops buyers cold. Nothing published anywhere tells you whether the number you are looking at is high, low or unremarkable, so people read any number above zero as a warning and zero as a clean bill of health. Both readings are usually wrong.

This page is the denominator and nothing else. It is a count over the 965 of 973 Gautam Buddha Nagar registrations that carry a complaint figure on our mirror of the register, read 10 October 2026 and computed 10 October 2026. No developer is named, no promoter is ranked, and no individual registration's count is published.

First, what the field actually records

A complaint is an allegation filed with the authority, most often by an allottee. The register records that it was filed. It does not record who was right, what the authority ultimately decided, or whether the matter was withdrawn or settled along the way.

So a registration carrying complaints is a registration that has been complained about. That is the whole of what the column establishes, and a good deal less than most people read into it.

The spread across the whole register

709 of the 965 registrations with a complaint figure carry at least one, and 256 carry none. Among those that carry any, the median is 15, the quartiles are 4 and 44, and the distribution has a long upper tail: a tenth of them sit above 107, and the largest single count on this register is 783.

Read that table on its own and you would conclude that most projects here attract complaints. That is true and it is also the wrong lesson, because the table mixes filings that have been running for eight years with filings registered this year. Split by cohort and the picture changes completely.

The table that actually answers the question

87 percent of the 711 registrations from 2017 to 2019 carry at least one complaint, against 18 percent of the 97 from 2025 to 2026. The median count among those that carry any falls the same way, from 18 to 1. Complaints accumulate over the life of a project and never leave the record, so the field measures elapsed time at least as much as it measures anything about a promoter.

Two practical consequences follow. On the highlighted row, 82 percent of recent registrations carry no complaint at all, so a clean column on a 2026 filing is the ordinary case and tells you very little. And on a filing from 2017 to 2019, a clean column is genuinely unusual, because most of that cohort does not have one.

The promoter figure, and why it is not on this page

A filing carries its own count, and the promoter named on it carries a separate total covering everything that promoter has registered. The second is the larger number and it is not a district figure: on 289 of the 479 promoters counted on 29 July 2026 the stated total exceeded the sum of their Gautam Buddha Nagar filings, because a promoter may hold registrations in other districts that this count includes and this mirror does not.

We publish no promoter-level figure and rank nobody on it. A table of companies ordered by complaint count would look like a finding and would be, in substance, a list of who has been complained about the longest. It belongs on the authority's record for the specific filing you are buying into.

How to use the field in two minutes

Find the registration date, which sets the cohort. Compare the count with that cohort rather than with zero, using the table above. If it is high for its cohort, go and read what the orders on the authority's site say the complaints were about, because the count alone does not say and the subject matter is the part that would change a decision. Do all three before a booking amount changes hands.
