YEIDA Building Regulations 2010: Ground Coverage, FAR, Setbacks and the Completion Minimum, by Plot Size

On a residential plot in YEIDA the maximum ground coverage is 75 per cent up to 300 sqm, 65 per cent from 300 to 500 sqm and 60 per cent from 500 to 750 sqm; the maximum FAR is 1.80 up to 500 sqm, 1.50 from 500 to 2,000 sqm and 1.00 above 2,000 sqm; the maximum height is 15 m on every plot size; and the front setback runs from 1.50 m on the smallest plots to 20 m on the largest. All of it is Regulation 24.1, Table 1 of The Yamuna Expressway Industrial Development Area Building Regulations, 2010, Notification No. 311/77-3-09-8X/09, Lucknow, dated 20 December 2010, read on 2026-10-06.

Table 1 exists in the notification only as a scanned drawing; these values are a careful transcription of that drawing. Reconfirm against YEIDA's issued setback or zonal plan for the specific sector before finalising any design. YEIDA has issued amendments and fresh directions since 2010 and the Regulations empower it to do so, so fees, purchasable FAR rates and parking norms in particular may have been revised; verify the currently in force figure with YEIDA before filing a plan.

  1. Specific setbacks shall be as per the zonal plan prepared by the Authority or developer.
  2. All dimensions are in metres.
  3. Total height is counted from the top of the drain to the top of the building, without exemption.
  4. If the permissible coverage cannot be achieved within the setbacks, the setbacks of the preceding smaller category may be followed.

The minimum you must build to get a completion certificate

40 sqm, or 50 per cent of the maximum permissible ground coverage, whichever is more, with a functional toilet or bath and a kitchen (Regulation 24.1(2)(x)). The occupancy certificate additionally requires:

  • flooring
  • electrical wiring, fittings not mandatory
  • plumbing and fittings in at least one toilet and the kitchen
  • trees per Table 6 or current directions, whichever is higher
  • number plate
  • boundary wall
  • internal and external finishing; plastering and whitewashing not mandatory
  • house lockable, all external doors and windows fitted, glass panes optional where window grills are fitted
  • no violation of the Building Regulations, Zonal Plan Regulations or Master Plan at the time of the occupancy certificate

How many dwelling units

Up to 100 sqm: 2 dwelling units plus a servant quarter. Above 100 and up to 500 sqm: maximum 3 dwelling units. Above 500 sqm: maximum 4 dwelling units. 4.5 persons per dwelling unit; a servant quarter counts as half a dwelling unit (Regulation 24.1(2)).

What FAR does not count

Up to 2.4 m height to beam bottom is far free on plots of 112 sqm and above; if no stilt is provided, parking may be allowed in the setbacks (Regulation 24.1(2)). FAR also excludes:

  • a 0.75 m cantilever projection in setbacks at any level, with nothing built over it
  • canopy projections
  • a single basement equal to the ground coverage if used for parking, services or storage
  • stilt of non-habitable height used for parking or landscaping
  • loft up to 1.5 m height
  • features listed in Table 3
  • open vehicle ramps in the side setback
  • balconies up to 1.50 m wide; where wider, one fourth of the balcony area counts in FAR
  • cupboards 0.60 m deep
  • staircase, lift, staircase mumty and bay windows

FAR does include a mezzanine, and pergolas closed on three or more sides. A balcony enclosure of any type is prohibited and is not compoundable (Regulation 24.8(16)).

Fees, validity and the deemed sanction

  • Building permit fee: Rs 15 per sqm of covered area, all floors, counting basement, stilt, podium and service areas (Regulation 10).
  • Completion fee: Rs 10 per sqm of covered area, all floors (Regulation 10(10)).
  • Plan validity: 5 years; revalidation within validity costs 10 per cent of a fresh permit fee, after expiry the full permit fee (Regulations 10(5), 15).
  • Deemed sanction: no decision within 60 days of application is a deemed sanction, but only if the applicant notifies the CEO in writing within the next 20 days (Regulation 13(2)).
  • Occupancy certificate: mandatory before occupying any building; the CEO has 90 days to issue it or communicate inability; objections left unresolved for 6 months auto-reject the application; multi-storey buildings additionally need Chief Fire Officer clearance (Regulations 20.1.1, 20.1.2).

Penalties

  • construction without a permit: compounding at Rs 1,000 per sqm
  • building without revalidation: Rs 10 per sqm
  • a false completion application: 50 per cent of occupancy charges or Rs 5,000, whichever is higher
  • missing site documents on two consecutive Authority visits: Rs 1,000 per lapse
  • balcony enclosure: illegal and not compoundable

What is the maximum ground coverage and FAR on a 300 sqm plot in YEIDA?
A plot above 200 and up to 300 sqm takes a maximum ground coverage of 75 per cent and a maximum FAR of 1.80, with a maximum height of 15 m and a front setback of 3.25 m (Regulation 24.1, Table 1).
